Ontario Workforce Priority — TEER 0–3 job offer pathway
For skilled foreign workers with a full-time, permanent Ontario job offer in a TEER 0, 1, 2 or 3 occupation.
Employer-approved job offer; 6 months' experience in the role in the last 12 months (or 3 months for recent Ontario graduates, 2 years cumulative in the same NOC in the last 5 years, or the mandatory licence); CLB 6 (CLB 5 for listed skilled trades, waived for eligible recent Ontario graduates); post-secondary credential of at least 1 year (ECA if foreign, or high school for listed skilled trades); legal status in Canada if applicable; intention to live in Ontario.
Job offer requiredOntario Workforce Priority — TEER 4–5 job offer pathway
For workers with a full-time, permanent Ontario job offer in a TEER 4 or 5 occupation.
9 months cumulative full-time experience in the job-offer position within the last 2 years; CLB 4; Canadian high school diploma or foreign equivalent.
Job offer requiredOntario Workforce Priority — self-employed physicians
For physicians practising in Ontario without an employer.
CPSO member in good standing with an independent, academic or provisional certificate of registration; an OHIP billing number; postgraduate-education-licence holders are not eligible on this route.

- 1. Your employer submits a job offer in the OINP Employer Portal; you receive a job offer ID by email.
- 2. Register an Expression of Interest (EOI) in the OINP e-Filing Portal within 30 calendar days of the employer's submission. The EOI is scored on TEER, occupation, wage, Ontario work experience, earnings history, legal status, education, CLB, bilingual ability and job region, and stays valid for 12 months.
- 3. If invited, your employer has 14 calendar days to submit the employment-position approval application, and you have 17 calendar days to submit your application and pay the fee ($1,500 outside the GTA, $2,000 inside the GTA).
- 4. If nominated, apply to IRCC for permanent residence. TEER 0–3 and physician applicants who chose the Express Entry option accept the nomination in their EE profile within 30 days, then apply within 60 days of the IRCC invitation.
