PEI PNP 2026: Streams, EOI Draws & How to Apply

PEI's PNP runs several labour streams (Skilled Workers in PEI, Critical Workers, International Graduates), one Express Entry stream, and one business Work Permit Stream, all through an Expression of Interest with roughly monthly draws. Between January 15 and May 21, 2026, PEI held five draws and issued 476 invitations, all to labour and Express Entry applicants and none to the business stream, prioritizing healthcare, trades, manufacturing and childcare.

PEI Express Entry

For people in IRCC's Express Entry pool.

Must meet FSW, FST or CEC and have an EE profile; PEI prioritizes applicants living and working in PEI with an eligible employer; PGWP holders who graduated outside PEI need 9 months of continuous full-time work with the supporting PEI employer.

For workers already employed by a PEI employer in TEER 0–3.

Full-time, non-seasonal offer; 2 years of full-time experience in the past 5 years; valid work permit; post-secondary degree/diploma of at least 2 years; age 18–59; CLB/NCLC 4 or employer-confirmed language ability; settlement funds.

Critical Workers

For TEER 4–5 workers already working full-time in PEI.

Full-time, non-seasonal offer in TEER 4/5; 6 months of continuous full-time work with that employer; valid work permit; high-school diploma; age 18–59; CLB/NCLC 4; truck drivers need 12 months of long-haul experience.

For graduates of a publicly funded PEI institution.

Full-time, non-seasonal offer; valid PGWP; age 18–59; for TEER 0–3, employer-confirmed language; for TEER 4–5, CLB/NCLC 4.

For entrepreneurs who will run a PEI business on a work permit first.

Net worth of at least $600,000, verified by a Designated Net Worth Verifier; secondary school; age 21–59; management/business-ownership experience; CLB/NCLC 4; interview; must sign a Performance Agreement.

How to apply

  1. 1. Check eligibility using the Office's program selector tool, or read the PEI Workforce Application Guide.
  2. 2. Create an EOI profile (one active profile only, valid 6 months). It ranks on language, education, skill/work-experience level, strategic priorities, and other employment factors.
  3. 3. Draws are held roughly monthly. If invited, submit the Workforce application and pay the $300 fee.
  4. 4. If nominated, apply to IRCC with the nomination certificate (non-EE streams), or accept the nomination in your IRCC online account after an ITA (PEI Express Entry).
