Certificat de sélection du Québec (CSQ)
A CSQ is Quebec's certificate confirming it has selected a candidate; required before applying to IRCC for federal PR through any Quebec economic program.
Obtained via PSTQ (points-based, Arrima) or PEQ (pass/fail), or Quebec's business programs. After a CSQ, a separate federal PR application with IRCC is still required; processing now often exceeds Quebec's prior 6-month target.
