Tie-Break Rule
The tie-break rule decides which candidates get an ITA when more candidates sit exactly at a draw's minimum CRS cut-off than the round has room to invite.
IRCC breaks ties by the date/time the tied candidate's profile entered the pool (or was last updated to that score) — earlier timestamps win. This is why a published cut-off sometimes includes a tie-break timestamp.
