Invitation to Apply (ITA)

An ITA is the formal notice IRCC sends to an Express Entry candidate inviting them to submit a complete permanent residence application.

ITAs are issued in rounds of invitations: IRCC sets a minimum CRS cut-off for that round and invites every pool candidate at or above it (subject to the tie-break rule at the exact cut-off). An ITA does not guarantee PR — the candidate then has 60 days to submit a complete application with documents, a medical exam, and police certificates, which IRCC assesses for eligibility and admissibility.
