Second Official Language Points
CRS points are available for a candidate's weaker official language, separately from the first, up to 24 points single or 22 with spouse.
Per ability: CLB/NCLC 9+ = 6 points, 7-8 = 3, 5-6 = 1, below 5 = 0. Reaching CLB 9+ in all 4 abilities is a reliable lever even before any French bonus is counted.
